It is a kind of bully joke, meant to be funny between "friends," not bullying. Odeon will know what it means.

Jokes either stand on their on or they fail.  For you, this particular joke fails. I will not explain it.
It could be a colloquial thing as well and maybe no one else can get it, but I doubt that.

It's the first day of hurricane season and PA is freaking out.  I DO NOT want to evacuate when we have one and he's insisting on it.  There's not even a whisper of a hint of a thought of a hurricane out there.

  The only weather that matters to me is the weather inside my perimenopausal body.
