If your prone to RLS couldbe then yes stimulants can make it worse. Caffeine can, and 'proper' stimulants (I.e those that act as noradrenaline/dopamine releasers and/or reuptake inhibitors) also. 'True' stimulants that leam towards the noradrenergic side of the stimulant profile, as well as selective noradrenaline (norepinephrine in the US) such as pseudoephedrine, ephedrine and phenylpropanolamine, as well as antagonists of the adrenergic autoreceptor, alpha2 adrenoreceptors, the most common one being yohimbine. Are the most prone to causing or aggravating RLS.
Dopamine releaser/reuptake inhibitors help RLS though in small doses, they are stimulant, but fairly selective ones, or dopamine receptor direct agonists can help. I take a DA agonist, pramipexole for RLS and it works well enough.
