The name you use to introduce yourself and are named by by others is free of charge to change. No need to make that official anywhere. If you want to change it officially it will cost something. If you do the latter, the new name will be visible on official documents too.

Yes, you would need a court order to legally change your name, so you would go to the county courthouse, I think.

After you get the court order changing your name, then you can go to the state capital and change the name on your birth certificate for $23 more.
