If you mean the actions of the House and Senate, the congressional review act allows congress sixty days to overrule executive orders written during the end of an outgoing administration. However, Wikipedia says: Because legislative sessions during the 114th Congress often ended before Congress had sixty legislative days, the 115th Congress can target rules passed by the Obama administration as far back as May 2016.

If you mean the rule happening in the first place, it was an executive order, finalized by the Obama administration during the last month of term. Congress can vote to override executive orders, but they are still subject to presidential veto, and overriding a veto requires a two thirds win in both the house and senate, so not easily done. Personally think executive orders reek of fascism, the narcissistic decrees of rulers fancying themselves as dictators or kings, bypassing the civic structure and order of the system and stamping their rulings onto the citizenship without granting their rights of representation. This wasn't a situation, like some recent events, of Trump writing some new executive order to squash Obama's executive order; this was congress doing their job.

I guess it's a stupid question, really. I seem to recall a state where blind people were allowed to own one.

The federal laws pertaining to people who aren't allowed to purchase firearms are specific and don't include handicaps. Though some individual states do have gun controls which are more strict than federal law; they just can't supersede federal laws. Though in looking some states already have laws which specifically restrict mentally retarted people. Queen Victoria's state is one of them, so will correct myself, the correct perspective is, still can't own one.

It's not really a stupid question, but more of a matter of stupid unnecessary rules. Let's stop disabled people who don't manage their own benefit income from buying guns because that's a real problem, right? There are ways the federal government could strengthen gun control without imposing on the constitution or needlessly targeting individual groups. For example, license/permits and safety training courses, which are already required for concealed arms; similar to driver's licenses that process excludes people without making specific laws against them. There's also no need for federal laws against blind people driving cars.

Thank heavens, no.  She has probably seen PA's hand gun, but I don't know where the bullets are and I'm assuming she doesn't either.  This weekend she "tried" to hang herself with a) a sisal rope and b) with a necktie.  I may sound cavalier, but I do respect the seriousness of this and know that her attempts are half-hearted.  I have to step back while teaching her coping mechanisms and methods to manage the anger and depression.  Fortunately, some of them are working for me, so I can share with her my successes.
