(I must be one of the all time biggest fallout series fans, those are some of THE best games ever made IMO, partly for the gameplay and a great deal for the sick sense of humor in the game feedback messages and character screens etc.)

Are you aware of the "Mutants Rising" fan-made total conversion?
It is probably the closest thing to a proper Fallout 3 on the way. It is being made on the FO2 engine.
That sounds cool, I was bummed that Survivor2299 turned out to be a hoax...was hoping for #4.
I'm not
I'm one of the "sour grumps" who were heartbroken to see what Fallout 3 turned out to be. I've had the hardest time explaining this to my aspie friend, cus he keeps translating into all sorts of things it doesn't mean - "You don't like nice graphics?" "You don't like shooting?" etc
Fallout was, and is, supposed to be a good, old, classic role playing game. You're a step away from actually rolling dice over your mouse-pad.
Fallout 3 was a "shooter" with
elements of role-play added - for some flavor. This was a huge dissapointment to old fallout fans, who have since had a very difficult time explaining just this "nooo, I am NOT against 1st person shooters. Nooooo, I'm not against cool graphics... "
It was just a huge departure from what we were promised.
Also have in mind
Fallout 1 and 2 were made by a completely different developers team - a small, struggling - eventually bankerupted team.
Fallout 3 and 4 are made by super-giant and lord-of-dumbing-down-good-titles Bethesda
Compare Morrowind - Oblivion - Skyrim, in terms of "nerdyness". They have streamlined their games untill they are just a "feast to the eye" and little else.
Fallout was supposed to almost be the opposite, grainy graphics that inspire use of ones own imagination, ripe with intellectual goodies and lots of dark humor.
Not to rip even more on FO3, but the attempts at humor, clever dialogue, etc, fell embarassingly short, and felt almost like a 12 year old trying to sound deep and adult
So... for that crowd, "Mutants Rising" is our last hope
