Snow tires are certainly available, studded ones at that. Studs are legal from the beginning of Nov to the end of March.

My guess is that these are recent California transplants who've never driven in snow before.

Who knows, maybe they didn't even realize you need snow rated tires

One of my brothers lives in Portland he said they only get more than an inch or two a couple times a year and everyone loosed their minds when they do
