I hope there's a coating over it. Caulking would be :zombiefuck:.

Clear epoxy.

There's different ways to do it. The way I like best is gluing the pennies to mosaic mesh, so that you can lay them in sheets like tile, then grouting the spaces with a dark colored grout, then sealing with epoxy to avoid them discoloring and to give it a smoother finish.
