No, it's not. A DoS attack is meant to take down your network services by overloading the server with requests.

Its just a crazy hijinx someone was planning at "You-know-where".

It could be possible to overload a mail server, but it would be more trouble than it is worth unless some script kiddie h4x0rs have too much time on their hands.
