The restrictions have varied over time. Right now, I think a sinbinned member can't start new threads or edit his profile. There are fora that he can't access, too.

The permissions have varied depending on what the specific threats have been.  If the threat was to continue posting pet picture spam after agreeing to stop, the permissions would have been more liberal and the duration of membership in the SINBINNED member group would have been shorter than if the threat was to post child porn.  As it stands now, SINBINNED members can start their own topics in the My Way or the Highway forum, in Dunc's Sin Bin, in Bug Reports, and in the Main Event, none of which are viewable by guests.

This is a little complicated to answer, but I don't think that there is currently any restriction on the SINBINNED membergroup denying reading any of the previously accessible fora.  

If the SINBINNED member was previously a member of some special group granting special access to specific fora, such as for example if it became necessary to SINBIN an administrator, then by changing the membergroup to SINBINNED from Caretaker Admin, for example, the access to see fora a regular member could not see might be taken away, but permissions can always be modified depending on the specific circumstances.

The Elders forum would be taken away, probably. There are no current restrictions but that is because there is no need. The sinbinned member in question does not have access to the Elders forum in any case.
