How would you operatingally define "consorting with the general public," though?

 Ask them. Majority rules, regardless of the decision the politician is shooting for. If they are absolutely sure they are right, and are passionate about it, they should have no trouble convincing people without using bribes, the media, and lies.

If they do use these things, they should receive life in prison or the death penalty. This country WAS founded on the basis of freedom after all. Using shady or dishonorable means to manipulate the system is basically attacking freedom. This should be punishable by death.
