Statue of limitations! Ooh , would that be Statue of Liberty's evil twin? And how exactly does this statue enable him to be arrested, anyway ? If the writer means "statute of limitation" well, that's meant to act to opposite effect, no?
Actually it's so bad and so opaque , I don't feel inclined to trust a word it says. The writer just isn't speaking any version of English that I understand.

Some states have made the statue of Limitations on crimes against children start on their 18th birthday not when the crime was committed

It's always been a big red flag to me when bidding jobs , first thing I do is add on at least 25% on to my price if I even bid it at all, they always seem turn out to be trouble
