You guys know "Sealand"?

It is immensely difficult to create your own country, because all land-mass is under some kind of control. The only option is the ocean, and even this is very difficult, because an off-shore platform is difficult to... make. Most available ones are within someones territorial waters. Sealand is an example of one that is just outside the limits, and therefore is a sovereign nation, well, technically anyway, 2 inhabitants or so.

But!

That is the thing, if you can 1. Declare yourself a sovereign nation, that 2. Does not conflict with any prior territorial boundary, then 3. You are theoretically off the hook.
Now comes the question of UN. The UN will probably not even want to let you join, which also makes you free-to-invade by anybody.
But why should they? There is nothing to gain by invading a derelict ol platform out on international waters, inhabited by a couple of douchebags.
Even better - what if we actually do them a favor?

WHAT IF

We turn the platform into a kind of dystopic super-prison? Impossible to escape. On top of that, because we are not under any kind of international juristiction - we can do human experimentation.
Now, don't be naive (this goes both ways, just so you know, I'm fully aware) - countries do not care about "human rights". In order for them to care about suffering, they must gain something from caring.

We offer them to gain something for not caring.
We offer them to even gain something for demanding that everyone else not care.

We could for example offer superpowers the option to perform ANY kind of human experimentation, everything from behavioral experiments, organ swapping, all kinds of nasty shit, cloning goes without saying, crossbreeding, answering age old questions: Human + chimpanzee = ?
etc.

We would be the one spot that does all the dirty nasty stuff nobody else wants to do, and with that, become indispensable.

  It is a country populated entirely by seals.  :seal:   They manufacture and export sealant.

That is a hard job. I would cut one of my fingers off, you must be precise otherwise a visit to the doctor
