Only if you are for gun "control". The "hunter's exam" doesn't give you a license; you have to apply for a license for each gun separately after the exam just like you had before. No no - that is actually a very sensible argument from an IR perspective and fits very well with the current mainstream political thought (i.e. Realism, whose wisdom is basically timeless). Basically the argument is that the entire international system is fundamentally an anarchy of states, which compete with one another in order to fulfil their own objectives.
