I always thought this would be the best use for people like him,  if they could find out what and how he is broken they could maybe figure out how to prevent it in the future.

I would feel no remorse if the guy was tortured to death, as I don't really think he meets the criteria of being a human being.

I don't see why he got banged up in the first place. Personally I'd release him, compensate him financially for his suffering in jail, return his weaponry and ammunition, perhaps give him some real nice piece, like a .50 cal BMG w/ raufoss round loadout and a silenced sniper rifle in a lower caliber, a selection of frag, stun, white phosphorus incendiary and concussion grenades, the location of the countries mosques along with some top notch body armor and a guarantee of legal immunity with the proviso he doesn't kill any actual human real people.
