The time thing makes the WCC problematic indeed.

But, I don't think it will be a problem if admins make preliminary decisions, on cases that are not completely clear. They can be debated after that by the WCC. So, measures against someone for a week, giving the WCC time to think it over, while the person it is about is being sinbinned or even having a complete time out of posting.
